According to this brief article in Businessweek, of the $275 billion carved out of the Stimulus bill for infrastructure and job creation, $105.8 billion remains unspent - audits point to several reasons: some spending was deferred, but also leading to delay were bureaucratic snafu's, the compexity of the work, and shortages of federal and local staffers to get the money out.
As Insight noted when the Stimulus Bill came out - there aren't many people who can manage multi-billion projects with short timeframes. Our belief that the money wouldn't and couldn't be spent in a timely or efficient manner continues to be affirmed.
